Premier: Domestic Medical Cannabis Production

Although doctors are allowed to prescribe medical cannabis, Bermuda is only allowed to legally import one gram of cannabis for medicinal purposes per year, and while the government could apply to the United Nations to raise the import limit, “why send money overseas to import what we can produce here.”

This was stated by Premier David Burt last night, who said that in 2019 the government “will begin issuing licences for domestic medicinal cannabis production” and people who have been “denied the opportunity to travel, been restricted in overseas education choices, and blocked by some form of employment due to a conviction for cannabis possession, should be the first to be able to invest in any licence.”

Speaking at last night’s PLP Delegates Conference, Premier Burt said, “Though the government has allowed doctors to prescribe medicinal cannabis, there is currently no way to import it as Bermuda is only allowed to legally import one gram of cannabis for medicinal purposes per year.

“That means that those who need it are unable to get it legally. Now, the government can apply to the United Nations to raise the import limit, but our thinking is, in a country that’s desperate for jobs, why send money overseas to import what we can produce here.

“In 2019, in line with the pledge made in our platform, the government will begin issuing licences for domestic medicinal cannabis production.

“In this situation, justice is ensuring that those Bermudians who have been denied the opportunity to travel, been restricted in overseas education choices, and blocked by some form of employment due to conviction for cannabis possession, should be the first to be able to invest in any licence that the government will issue because it makes no sense to create wealth that will only increase economic inequality for those who suffered under different policies.”

Dr Kyjuan Brown of North Shore Medical & Aesthetics Center said they support the government’s “progress towards legalizing medicinal marijuana in Bermuda, saying they “were pleased to hear the Hon. Premier, David. E Burt, J.P. M.P, announce last evening, that the Government of Bermuda remains committed to the plethora of Bermudians who suffer from chronic illnesses and intractable conditions that are treatable and/or assisted by way of medicinal marijuana.

“As many will recall, North Shore Medical & Aesthetics Center have led the pledge for medicinal marijuana in Bermuda on behalf of the many suffering patients and on May 30th 2018, The Minister of Social Rehabilitation & Sports, Mr. Michael Weeks, J.P M.P granted NMAC a license, pursuant to s.12 of the Misuse of Drugs Act 1972, to import and prescribe medicinal cannabis, for one of our suffering patients.

“Unfortunately, due to cross-border UN treaty obligations, our patient has been unable to receive her medication to date. However, we are eternally grateful to Minister Weeks and his Ministry who have been working tirelessly, in conjunction with our practice, to ensure that the UN International Control Board is updated on the movement in this area here in Bermuda with a view to updating the island’s registered annual ‘import limit’ for medicinal cannabis.

“Last night, Premier Burt reinforced the Government’s commitment to addressing this matter by ensuring that production of medicinal cannabis can start locally in short order. We have every confidence that the Government will address the short-term goal of increasing the annual import limit for medicinal with the UN International Control Board in short order.

“On behalf of the many suffering patients here in Bermuda, we take this time to commend The Government for moving expeditiously on this matter and we look forward to continuing to work with them to assist with ensuring the implementation of a long-term, sustainable regulatory framework regarding medicinal marijuana in Bermuda,” Dr Brown added.

    Besides all the other things already said about this initiative one thing that I haven’t seen is the security aspect of it.
    Ask anyone who has an orange or grapefruit tree in their yard how difficult it is to keep the trees from getting stripped before the fruit is even ready to pick.
    It’s going to have to be one helluva secure compound to farm herb !

        I don’t think there will be any ‘growing your own’ as such if it ever was legalized. Can’t collect taxes on unknown private cultivators yanno . And remember , no-one can home brew their own hooch either .
        And like I said , ask anyone who has fruit trees in their yard how successful they are at keeping the crop on the trees before it’s ready to harvest.
        As soon as word got out that someone had some herb growing in their
        garden it would be a free for all .

      Possession of Marijuana in the US is the equivalent of our failure to stop at a stop sign. If they wanted to change that they could have done it years ago…both parties. It’s a non issue to them. A certain someone’s child is caught in possession of a grinder that tested for cannabis resin and nobody heard a thing after that. Meanwhile the average Joe gets to join the stop list club along with rapists and murderers…

          The stop list is very real and yes it applies to countries everywhere. The difference is here possession of Marijuana is a criminal offence. Prison time or not you are still categorized with the people that have been convicted of much more serious crimes.

          It’s not a made up thing. It’s real & you just admitted it. It’s real but misunderstood. You’re correct that it applies to every foreign visitor to America & it’s correct term isn’t “stoplist.” The correct term is “banned” plain & simple. If you are proven to have any involvement whatsoever with the an USA Federally illegal substance you can be banned. If your name is in the news or on a police record having a cannabis conviction you might be banned. It’s discriminatory because not everyone gets banned. They are supposed to ban you for any involvement which is crazy because at this point & time it’s part of the economy legally & illegally. We are all involved in this case but by discriminatory choice ICE chooses who can get a waiver. On legislative paper they can even ban you for just admitting to using it once. Just imagine how many would be banned if they did stick to the letter all the time?

            You become “ineligible for entry” on the ‘stop list’ by committing offenses involving ‘moral turpitude’ yet strangely enough criminals convicted for DUI are not included. Who presents a more clear and present danger, someone who got caught with a ripped rizla pack or some cannabis, or a person who feels driving a 3000lb vehicle while drunk is ok?

    Sorry, am I reading that correctly? Those convicted of drug offences in Bermuda should be the first to benefit from “medicinal” marijuana in Bermuda?

      Well it certainly should not be the ‘medical’ fraternity or pharmacists, the legal drug dealers. There is a concept called restorative justice, when you victimize people wrongfully you need to make amends. Full pardons and a sincere apology are also needed.

    Medical cannabis has to be grown in proper conditions. They wont get medical grade cannabis from growing it out in a garden. This is ridiculous! Just legalize & allow licenses for rec use that doesn’t need to be babied as much.

    What if a person hasn’t did anything against the laws to get themself on the stop list, but is still has the lable as an outcast amongst the community due to their relationship with marijuana. Bermuda is a very unique nation of people. members of Government can agree that conversation is a powerful working tool on island. And if a person is known to have an involvement with marijuana it can hinder that individual with employment opportunities. Bermuda’s new government has provided the community/Nation with endless opportunities. I don’t wanna name them all but I’m proud and impressed. What’s I can say is this; if I could divide people into groups based on stereotypes I would say you have addressed a good 80%. But doe’s a Bermudian have to be a ex convict, drug addict, gangster, single mother,gay, teenager, or a guest worker in order to get a job here? Can a person be just a plain? No criminal convictions, reads the bible, studied hard in school has good certifications but because of activities involving marijuana prevents sustainable employment. Come on don’t forget the 1%

      It’s taken close to a decade to get to that stage. What they are selling to the rec market now was once developed by Israeli botanists, professional horticulturalists & others with degrees. While America was perfecting big pharma Canada was becoming an expert at medical cannabis. What they are selling to recreational users is from the same company that supplies medical users because they trust them. The plants need to be pest & disease free & flushed of all fertilizers before harvest. None of these companies are growing outside because it needs to be in a contained ecosystem. They also have specific strains for specific disorders. In order for Bermuda to grow anything like what Canada has they’d need to bring in pros. Bermuda might as well just legalize & grow for recreational & import the medical for some years until they catch up.

  21. Import some medical grade marijuana and put your best up against it…ahem…I will of course need a few test subjects…perhaps a hundred volunteers please.
    Consider that it is a purely scientific study…of which I will personally oversee as an officious official taster of some significant exhuberance and good nature.
    Fresh fruit and nut and helth bars along with juices will be provided in case of munchies…no sugar.. that’s too damn expensive …so forget it or bring your own.
